Palestinians vote: 400,000 eligible to choose West Bank leaders

Local elections are under way in the occupied West Bank with about 400,000 Palestinians eligible to vote.
They are the first polls in two years.
But Fatah and Hamas leaders remain at odds over when to hold the next general election. The last one was 15 years ago.
