Prominent Hong Kong opposition activist Agnes Chow Ting does not plan to return to the city after moving to Canada to study despite a requirement that she report to police by the end of December 2023, as part of a national security case. Her announcement on social media prompted a warning from Beijing that no one was above the law. Chow is suspected of “collusion with a foreign country or with external elements to endanger national security”. The activist said she had to write letters of repentance and go on a police-escorted trip to mainland China as part of bail conditions allowing her to study abroad. The Hong Kong government said it would “spare no effort in bringing her to justice in accordance with the law”.
