The humanitarian situation in Afghanistan has deteriorated drastically since the Taliban takeover in August 2021. International aid suddenly came to a halt and the United States froze US$9.5 billion in Afghan central bank assets. During three days of talks in Norway starting January 22, 2022, Taliban officials met Western representatives in what they hoped would “transform the atmosphere of war” in Afghanistan. It was the first time the Taliban and Western governments have held official talks on European soil since the group seized power in Afghanistan. Taliban Foreign Minister Amir Khan Muttaqi led the group’s delegation in talks with the US, France, Britain, Germany, Italy, the EU and Norway.
