Many in the Japanese capital Tokyo are celebrating as city authorities began issuing long-awaited ‘partnership certificates’ to same-sex couples on November 1, 2022. The certificates do not grant the same legal rights as a marriage, but expand access for LGBTQ couples to public services in healthcare, medicine and welfare.
