Aid agencies say up to 5,000 people are fleeing into Iran from Afghanistan every day.
More than 300,000 refugees have arrived since the Taliban took power in August.
The Norwegian Refugee Council says humanitarian aid is urgently needed both in Afghanistan and host countries such as Iran.
