California storm: 16 metres of snow in parts of the golden state

The US state of California has relaxed some water restrictions following months of heavy rain and snow that have begun to fill rivers and reservoirs.
The Pacific coast state has endured a severe multiyear drought, leading to water restrictions for millions of its residents.
